All efforts must be taken to locate and read the original text (book or article) rather than make reference to the work of one author cited by another.  There may be some instances when you are not able to obtain and read the original source.  In this case, you must make it clear when writing your full references that you are not making reference to the original source.

Neville1(p17) cites the CBI report from 2006, in  which it was claimed that 23% of employers were dissatisfied with the literacy skills of graduates.
