Background reading is the information sources you have consulted in the course of writing your work but may not have ended up using or even mentioning in any way in your work.
Some departments expect you to include these in your Bibliography at the end and some don’t.

Secondary quoting is quoting without having had sight of the actual original source yourself.
It is a practice best avoided and you are expected to make every effort to obtain and engage with the original source.
If that proves unavoidable, then you can secondary quote, but you need to make it very clear that you are making a reference to an author whose work you have not read:
In the Bibliography, only cite Nalbantian as normal.
